I was involved in an accident. I was hit by a guy. The cop didn’t give that person a ticket. Do I have a chance of winning this accident case even if no one received a ticket?

Yes, of course. It is the trier-of-fact or jury, that determines liability, not the cop(s) at the accident scene. The jury does not even get to find out who got ticketed.
