Is there a public access boat ramp here? Or can u pay to launch your boat at the marina's boat ramp?

The only way to use the boat ramp at Mason's Marina is to pay for a yearly membership. These are hard to come by; the closest free public boat ramps are in Wrightsville Beach or Hampden.
