Have you ever had a permit before? If so, you can go show proof that you have and do the drivers test and get your license. If not, i believe you have to do a drivers course, behind the wheel. They Have a few driving places you can call for prices. Driving academy and pikes are a few.

Fill out a DPSMV 1799 Title Replacement form at your local DMV in the State your Trailer was Registered. It usually requires a copy of your Registration but ask about any exceptions if that document was flooded as well. Good luck!
