Put a stamp on the envelope and write In the address correctly and put it in your mail box and pull up the little red flag to show their is mail inside so the mail carrier knows you put your envelope in there :)

The Town doesn't have any employees answering these questions - they're too busy thinking up new ways to get more $ out of you..... Anyways, they're open on weekdays from 9a-4:30p. They only accept Cash, Certified Checks, and Money Orders at no cost. They do take debit/credit cards (in person only) for an extra "convenience fee" (I believe 3.5% of the fine amount). Good luck.
