Can I put my vending machine there to make monney ? If it's a privately owned park then I can give a cut of 10% , but if it's publicly owned then could I set up there for free?

I'm pretty sure you can put your own vending machine out there you just have to make sure it's okay with the rec center but I don't see you having a problem with it but you would have to talk to them more about it and definitely

is there a running track or a trail of some sort?

Yes, and it is nicely paved. One lap = 1/4 mile.
