The E-waste drop off center was open on Saturday. They are open on Saturday till 12 pm. You can chat with them online if they don't respond on the phone. The staff was friendly and I was able to dispose-off my e-waste instantly.

They do not do composting anymore, but the good staff there guided me to the Composting center 4 blocks away near city hall, Bloomfield and newark st crossing.

I think they only collect it once a year when the the HCIA holds a hazardous household waste collection event( the next event is going to be held on October 4th, 2020 from 9am~1pm) at that location. But, If I am not mistaken, you can dispose of of old paint(provided it isn't leaded) with general garbage collection. You just have to make sure you fill up the paint cans with an absorbent, like kitty litter or sand. Once the the paint is absorbed completely, you can dispose of it with regular trash.
The city has an electronic waste container at the municipal garage at the end of Willow Ave. M-F
