A cute little garden with plenty of open space to explore. There is limited parking. We went on a Wednesday morning and had the entire place to ourselves. Except for the ladies working in the lovely rose garden.

There's parking off Engle street, if you Google the satellite view of the park you'll see it
Nope, it's a free park
You need to apply to the Tenafly Department of Public Works for a permit. Sorry, I don't know the cost.
Depends on what the city office states when you purchase the permit to have your party there. Rules may prevent you from truly giving a party in the traditional sense.
