I spoke with one of the volunteers ar the garden. We were visiting from Phoenix, Arizona. He stated that the City of Brookings provide a 20'x25' plot for $25.00 per year.

Yeah, they have 2 taps shared by about 6 garden plots. They open the water system beginning of cropping season and close it beginning of fall.
