Yes you can. There are 2 spots. One on the little lake weir side (calmer water and less water craft traffic) and one right next to them boat ramps. There are also playgrounds for the kids

Do they still accept cars to come in around 4pm?

No, not yet. It is funded by donations and they still have to clear a road access and parking lot area. They are hoping to get the funds and be able to open it within the next year or two.
