Small park but my son had fun. Wasn’t overly crowded but can get that way on cool evenings. Lots to do for beginners at this spot.

I don't think so. I don't think the lights are on unless there are games.
The advertised times are from 8:00 AM to 11:00 PM. However just like Connie Koutz said, you can be there prior and 8 and after 11 and as long as your respectfull there are no issues.
I'm not sure about the park as a whole, but according to the website, https://marysmagicalplace.org the children's park will be closed until the middle of April.
There was flood damage from the last big storm a few weeks ago. It is closed indefinitely until repair options can be worked out. It is a great park for all children. Check Mary's Place FB page for details.
I'm sure you can, I think they mean it's not a real skating rink and you can't just go on with ice skates. I'd skate with quads and just wait until they ask you to leave.q
No helmet neccessary.
Yes that is what I see the most there. My grandchildren love it there.
Maybe going to start upgrading it
