This question cannot be answered without looking at the plant. Any number of things can cause it not to bloom. Try taking a picture of the plant and a soil sample to Valley View Farms and they should be able to tell you what you need to do for it to bloom.

I would suggest a spray or granules listed as deer repellents to keep deer away. The plant we mention today may be deer food tomorrow. That being said, many plants, like daffodils and herbs, are not attractive to deer.
