The ginger bread house event is in around December. It is held at the kid's zone.

Yes. It is a PUBLIC library. Hours Monday–Thursday 9 a.m.–9 p.m. Friday 10 a.m.–6 p.m. Saturday 10 a.m.–6 p.m. Sunday 1 p.m.-5 p.m.
I'm not sure when the building was first built but it was renovated back in 2012.
