Hi Syed, No, do not park at City Hall if the transit station is full. I'd recommend you park along Brazil Avenue when no snow or snow plowing is happening. Or, further in on Brazil Avenue at the parking for Central Park. You may want to stop in City Hall on ground floor to check if that is o.k. with the police department. If not, you can ask them where to park when the transit station lot is full.
