I went to the AT&T in SM and then I went to the one in Goleta, the same day. They had a phone discount for some plan upgrades. The SM store told me I couldn't get a phone at all unless I did the upgrade. The Goleta store presented both options - phone full price or plan change discount. They then allowed me to choose what I wanted. I could of just gotten lucky with my attendant Dianna, but overall I think the Goleta store was fairer.

UPDATE: This guys are absolute scammers. A month later I noticed a recurring charge for $50 in my bank account. Not only they didn't cancel and refund my service as stated, but they set up a recurring charge without my consent. Worst customer service I’ve experienced. Drake was decidedly unfriendly from the first interaction. He insisted that the ATT network wouldn’t work on my iPhone 5 SE (1st gen) even though it does. When I asked if the $15 activation fee was waived by purchasing online he said that it wouldn’t, so I proceeded with the in store purchase. 20 minutes later when I realised that I would have no hotspot data and the fee was in fact waived by doing it online, I went and asked for a cancellation of service and refund because of the misinformation. This time I spoke to both supervisor and manager of the store, but they both denied the refund in a hostile manner. Then Drake stepped in aggressively, denied his statement about the fee waiver and sat in front of me with arms crossed waiting for me to leave. I ended up having to call ATT and have them instruct the manager to proceed with the refund. Awful waste of nearly 2 hours of my life.
