Call DSS ,child protection services,Tell them what's going on. Tell them you want to be anonymous. They won't tell, they can't tell who reported it or they could loose their job.
If you press zero it will take you to an available operator. Or each department also has a supervisor listed. If you leave a voicemail, they should call you back within 24-48 hours.
