This agency is in Delaware County, OH.
Go to ohiobmv.gov, find the bmv closest to you and select "Get In-Line Online". It will tell you how long the wait is. When you arrive, go inside to check in and then be ready to wait another hour.

You can get IDs here, they are 8sm-5pm. Online check in doesn't seem to actually save you a spot and you will still need to check in upon arrival, so expect to wait.
They are open on Saturdays. I'm not sure if they're required to have a notary on site while open. You can also get notary services a lot of times from your bank. Like Chase for example.

Not at a deputy registrar/BMV location, which handles driver's licenses and license plates. A title agency will handle that sort of transaction.
If this is a new permit or temp, most likely not. At least for temps you definitely need to go to the Delaware BMV on 23. You can renew existing licenses here, though.
