If the family member is in the same household, the state views this as an attempt to avoid the associated fine. (You should not transfer the vehicle for the sole purpose of avoiding the fine).

The protocols change based on several factors. If you are buying from a dealer, then you need the title and bill of sale. If you are buying from a private owner, then you need title and notarized bill of sale or a un-notarized bill of sale and a copy of the sellers’s driver’s license.

If you have your receipt showing a ticket paid in full or new court date and you paying the full reinstatement. You can fax or email dmv your paperwork and they will let you pay over the phone. Your question didn't have enough info....is the car already registered in another state? Is the title in your name? Did you get signatures on bill of sale/title either witnessed or notorized? Best thing to do is to call. They can tell you what you need and give you a quote so you know a ball park of what you'll pay.
