Nice facility! Its not usually busy, but make sure to make a reservation on the NORDC website beforehand, especially for lap swimming. They've recently reopened their locker rooms post COVID.

It's open all year round. Tuesday thru Friday water aerobics from 6-645 pm Saturday 9-945am and morning Tuesday thru Friday not sure of time.

I'm not 100% but I'm pretty sure they would let you. I originally went because of my daughter's swim lessons so we had to fill a bunch of stuff out and some of the pools require her registration info but Gert Town just has us sign in. I would say they would just have you do the same and sign a waiver.
The registration period of Summer 2019 swim classes has passed. You should check back regularly at the NORDC.org webpage for information on the next session.
