All DMV Examiners are trained at the same school, and the curriculum is consistent. All DMV offices share the same database that contains your data. The answer to your question could more than likely be answered by any DMV Examiner in the state of NC.

I'm not 100% sure but I would take current license, social security card, birth certificate and mail (best if it is some sort of bill) with your name on it for your current address. That's what I'd do just to cover all my bases and not have to leave and come back later cause the dmv lines suck!

Went there 2 weeks ago and they were taking walkins but this past Tuesday they were not taking walkins even tho we had stood in the cold waiting for them to open. Said they were short staffed so going to Shelby instead tomorrow. Apts are not available until end of November into December right now.

You need to turn your license plate into the DMV, insurance is tied to you with that. The new owner must get their OWN License plate

Yes, if you are a teen (the rules for adults are different) and you have a learners permit you can get your license. You have to make an appointment and bring you driving log along with proof of insurance. The best way to make an appointment is online. If you call the office number you will be routed to the main office in Raleigh and unless you call first thing in the morning the hold time is horrendous. Also, the officer explained to me that the driving test is just postponed. When you renew your license you will have to take the test at the time. For an adult, you have to have had your permit for a certain amount of time, but I'm not sure for how long.

Do you live in N.C. now ? If so all you will need is proof of address , social security card for proof of identity and they will let you take your computer test vision test and road test.

A good rule of thumb is 7-10 days. Anything beyond that, you're headed into a "danger zone." Fines vary by state. BUT, you should never allow yourself to get to this point or rely on "grace periods" before tending to the bills required to enable legal driving! I can attest to this personally. An out-of-state $105 (forgotten) ticket cost me $300 to simply renew my license, in addition to 6 trips to the DMV within a seven day period of time! $105 for the ticket, $55 late fee, $100 license REINSTATEMENT fee, $40 renewal. I also had to spend an hour and a half on hold, listening to RMV elevator music before speaking to someone to pay those fines. A suspected license, additional fees, and time waisted is NOT WORTH just paying what is due before accruing the additional costs!

Two forms of identification. You'll need a utility bill that had your address. They have a list of the website of acceptable identification. You'll need proof of insurance. I don't know if you'll have to take the written and driving test.
