Depends on the state that the vehicle is coming from. If the state requires a notary stamp on the title, then yes, if not then no. Also, if it does, the notary has to be from that state the title is from. A licensed notary in that state is only allowed to notarize in the state they recieved their notary in.
Since your tag can be renewed up to 90 days before the expiration date the late penalty still applies unfortunately. The DMV considers 90 days adequate time to renew without waiting until the last day.

You will need to make an appointment with the Clerk of Court in the county in which you live. They will provide you with the proper documents to transfer the vehicles.

Yes! Make sure you have plenty of identification with you when you do! When I changed mine I called ahead to make sure I had everything that was needed.

NCDMV.org has a fee schedule for everything but property tax. The county you live in generally has a property tax calculator or value assessment form to gauge how much the taxes will be. All that has to be paid at once in NC.

You shouldn't have to turn your title in with your tag. Thats something you keep as proof of ownership on the vehicle.
