The sound ordinance in Raleigh is 11pm which is when most of the shows at Red Hat end.
That's not a question and most shows outdoors in the summer are rain or shine. Grab a rain poncho and have a good time. Maybe bring a extra set of clothes and leave them in the car so you can change when the show's over.
I don't think they check ID to actually enter, but of course to get a stamp/wristband for drinking, you have to show ID for 21 and up. I would look more on their website, though, on their policies.
The act is the one that sets it's policies so you need to check with them.

It depends on the band believe it or not...incubus required written proof of a negative covid test from within 24 hours, or full VAX proof. Primus the next night was absolutely no checking anything. Edit : it has to be an official test. Not rapid. Because "you could do it wrong". It's gotta be an official one. Sorry. Double edit : I got vaccinated in April so this doesn't apply to me, just sharing some info, hope it helped👍🤘

Uber and Lyft drop-off and pickup is in front of the Convention Center on Salisbury Street. There's a pull off area in front of the Convention Center, which is safer than stopping one lane of the road in front of the Amphitheater.

We got there early. Parked on the street for free . Walked to Dinner the back to The Red Hat. Parking on thr street helped avoid garage traffic when leaving. Was perfect.
This is just a guess, but i would assume you would be given a parking pass for reserved parking in the parking ramps. Maybe they have their own small parking lot, not sure though.
