Overcharge in final utility bill not refunded I'm using a 1 star review because I want all prospective tenants to be aware of the issue I'll describe. I'd rate the property at 3 stars based on overall age and crowded driving/parking conditions. Also, the ad states that they have WiFi and High Speed internet ... only if you arrange it from Comcast et al. Shadowbrook uses Conservice to manage billing of utilities not metered for individual apartments by the city. When you move out, Conservice produced a final bill which was deducted from my security deposit without any chance for my review. That bill double billed for the Sewer service resulting in an $85 over-billing which I've been unable to get refunded after 2 months of trying via the phone, FAX, and certified mail. Shadowbrook and Conservice point at each other as responsible. Turns out that when looks at all the costs and hassles associated with CA Small Claims Courts, it isn't worth pursuing this. In addition to this problem, I had a rent check rejected by my bank because it was modified after I gave it to Shadowbrook. It took weeks for Shadowbrook to acknowledge their error and rescind their attempt to collect late charges, returned check fees, etc.

This is the worst complex I have ever lived in. It has been almost two years since I’ve been here & when I tell you management is terrible… that’s me putting it nicely. When I fist moved in, our refrigerator broke and it took a month them to replace it. We were forced to live out of an ice chest during the duration of time and no efforts were made to reduce our rent or get us a rental fridge for the time being. Even though it’s stated in our lease that appliances are provided for. More recently, Dee Dee in the front office has fallen off the deep end. She claims to have conversations with you or claims to have left voice messages regarding important information, & none of it is true. Dee Dee told me that she had left a message on my number informing me that I had forgotten to sign my rent check. I didn’t even have a single call from her. I went to the office to try to pay whatever late fee was needed & to sign the check. I asked if she could show me the call log from when she had claimed to have called me. She refused. I confronted her about her false claims & she quickly became very irritable & aggressive. After this encounter, I called Watt property management directly to inform them about her unprofessionalism & demeanor. Johanna that works there is also no help… I told her about the situation & expressed to her how uncomfortable Dee Dee made me & requested for it to be documented that from here on out, I would only like written communication. Johanna told me to email Dee Dee and CC Watt property management in the email. So I sent an email asking for the amount that needed to be paid. 2 weeks later, no response from Dee Dee or Watt property management. Today, I called back Watt property and spoke to Johanna again. Johanna told me there is no way they can force Dee Dee to respond to her emails…. I responded by asking why is it not possible to have written communication? If there was another tenant who was deaf, would they deny them the same request? Her only response was, “I don’t know”. My roommate went to talk to Dee Dee today, She said she doesn’t know what happened to our check.. with her disorganization of papers all over that office I’m not surprised she lost it. The amount of disorganization and unprofessionalism is uncanny. Living at this complex, you will have NO HELP from either front office or Watt Property. It’s so frustrating because none our concerns or problems have ever addressed. 0/10 recommend living in any locations of Watt property management. I will now be reporting any wrong doings to Relators Enforcement board & DFEH. Side note: the only helpful person is Gary our maintenance man. He is very kind & feels as if he is the only person who cares about the tenants! He deserves a raise for having to deal with Dee Dee on a daily basis!!

If you value your life and your hard earned money, DO NOT MOVE HERE. Read the other reviews, it's all true. Rats, racoons, black mold, broken floors, leaky ceilings, broken doors and windows, HORRIBLE MANAGMENT THAT WILL SCREAM AT YOU UNTIL YOU LEAVE.

Worst place I have ever lived. The townhomes have great floor plans but the place is falling apart, grounds are horrible, mold, windows are broken, rats, bats, and open sewer. The worst part is the property manager, Jennifer. She is the most evil person I have ever met. She will yell at you, lie to you, steal from you and call the police and have your car towed. I can't explain how horrible of a person Jennifer is. Stay as far away from this place!!!!

THE LENDER DID INSPECTION LAST MONTH, SO MAYBE THEY ARE GOING BANKRUPT. THIS PLACE IS A DUMP AND PAYING $1700 A MONTH

Why does Tim from watt property management continue to ignore the unacceptable treatment of this property, it’s residents and the most unprofessional and rude office manager. Is this truly the person representing your company?
