Arrived to passport photo (1115am) appt on time, waited in line (because there is no difference btw passport line & mail) to be told once I get to the front of the line @1119 I have to reschedule- Because It's 4 mins past my time..... excuse me?! It's a sad day in America when no one wants to work... even federal employees. Poor service, poorly managed, poor representation of our hard working postal workers.

There are different passports so they are priced differently. Check on the post office website to start the paperwork to know what to bring with you and to make an appointment.
Not none live in hinesville area
You can probably go thru usps.com; BUT the easiest way I've seen is Google rincon post office - click on view website icon - then just scroll down and you will see a big blue rectangle that says make an appointment. I can send you screenshots if you need too. Good luck!
