Hi Joe, the location in Montevallo, AL does refill propane tanks.
I've never seen a rental program.
Chickens are first come first serve, at least at the Montevallo location. I stopped by the store several different times, and they were always out. I ended up buying my chicks directly from a hatchery, and when I stopped by the TSC again for more food, they had chickens. Just keep stopping by your local store and check to see if they have them. With any luck you'll get some.
