Every Sunday there is the "Brooklyn brunch" 10-2 with a few food vendors, produce & beer and mimosas as well as the as the palmetto outdoors radts and kayaks....its a great place to just to hangout and watch the water flow by. Even when its hot, it's pleasent it he shade by the river.
The park is open/ closed only in construction area.
They need to be on a leash. Not just for the safety of others but for your pet as well. The river moves fast and if they slip too close to it, it can whisk them away.
Parking is a bit of a hassle
That farthest North lot has a lot of construction going on but there are several other less crowded lots.

There are a number of outfitters in town that do kayaking. Easy to find with a search. There are multiple places in the river to put your own boat in, but i have not heard of any charter like rides. Lots of restaurants in the Vista area. If you have kids there's EdVenture and the state museum. Walking/running/biking trails are great on both sides of the river as part of the greenway. There's also the Historic Columbia Foundation with tours of historic homes. Columbia Fireflies minor league baseball has games 8/10, 8/11, 8/13. The Riverbanks Zoo and Gardens is really nice and is on the river. They also have a Zipline across the river and a ropes course
