I believe you can! Anyone with a CT library card can use a local library, from my experience. I needed the large card, not the keychain small card when I checked out books in Middletown and Glastonbury. Of course you can also order books from other libraries to be sent to Russell for your convenience. You can do that online or by calling.

2/3 of passes can be accessed and printed online. They expire at the end of the assigned day. The other third must be picked up at the library and returned to the library by midnight of the assigned day. You can use the drop box. Check website.
