They have no clue about the law. The 2015 Willis ruling made panhandling a 1st amendment protected activity and there 1970 pan Handling law is unconstitutional and even if they updated it still would be unconstitutional.

You should be able to Google it. You can also call the State Attorneys office. If you don't have the number call the clerks office and specifically ask for the number.
You can search the jail log on the sheriff's website for whatever county your neighbor was arrested in.
You may want to go to the tax collector's office for help with that.
