This rest stop is fully open now. One of the nicest around
I would first try Caltrans, the local Sheriff's Dept , Calif Highway Patrol. in Colfax.
The restrooms are supposed to be open 24 hours a day. if you're on the westbound side there's limited parking and the rvers in the fifth wheels are supposed to go to the upper pull throughs but they never do. I think they were closed due to the PG&E power shut off. No power to the whole area.
