There are a few stairs, some ramps. So some of the sculpture will be inaccessible, but you should be able to get the monolith. The uneveneness of the structure makes it harder to walk on though.

The center of the sculpture is 150 feet from the parking lot amd ticket booth, there is a fair amount of walking involved in experiencing this piece of art. Last time I was there I clocked 2.6 miles of walking over 3 hours at the sculpture.
