In Atlantic Beach, you can bring your dog anytime. It has to be on a leash if it is not in the water. In Jax and Neptune, not between 9am and 5pm
Might wanna check the tide depending on the experience you want to have, but anytime is great!

The beach and parking at the walkways is accessible at any time 24/7. There are access points all along the beach at the end of almost every street. Finding a parking spot is the challenge past 8am this Holiday weekend. Get there early. Neptune and Atlantic Beach have unmetered (Free) street parking. Not sure when lifeguards are on duty during season but you can prob Google for that info.
Free parking at every beach access. You just need to drive around until you find a vacant one.
