If they are in the STAR or GRAD program, their phone hours are later starting at like 10am until 1030pm. I'm not sure when they have access to the phone, but I do know that's the first and last calls!

With money have they can purchase phone cards and if you set up a gym account online with your info and the inmates info it will only cost 1.60 per 10 minutes.

They can use the phones at anytime that the are out. I think they can use the phone between 9am and 1pm. After that they are in their cell until it is time for dinner and at that time once they come out of their cell they can use the phone up until 6:45pm unless something happened OT that they have lost their privilege to do so.

As a visitor, yes u can. You have to put it in a locked locker downstairs before you get to go see the inmate. But as a inmate all your books have to be purchased from an online store that can be documented with a receipt. But the catch is you can only have three on your person at any given time. Once you have three plus books the have to be sent down to your property until u are released.
