Quiet, groomed, private beach. Lots of young families. Good body surfing waves. Snuck in to the parking lot to watch the ocean and eat my lunch.

There's no fee for the beach, but parking is only for town residents and requires a town sticker. Bikers and walkers are welcome to use the beach, however.
Free isn't paid, they are opposites lol.
