Because the hours of the customer service desk changes depending on staffing of the store. And availability of staff. Most of the time the customer service desk is open at 7am or 8am to 5pm or 6pm depending on staffing. But the site does not change all the time, and is controlled by the headquarters, whereas the customer service counter is controlled by the store.
