The stores in a nice location, but they have consolidated their men’s section as the smallest department in the store and they rarely have what I want or need, but I did get a nice sweater about a month ago from here.

This store, in addition to many of the other Ross stores in the Bay Area, feature sections dedicated to household decor like small furniture and both decorative and functional storage containers. This section of the Sloat Ross has a very limited offering of the latter. Since you didn't elaborate on exactly what kind of pantry storage bins you're looking for, I can't say for sure that they have what you want. However, they do have the following: Tupperware-like food storage containers, decorative canisters (the kind that a person might use for sugar, flour, et cetera), mid-size baskets for sorting or storage and the larger bins (the kind one might use to sort recycling or store clothing). One thing you must remember about Ross is this: while they generally maintain the same basic items in their inventory all the time, at the same time, it is always changing. Check back frequently to see if they have what you're looking for.
