In the winter, it's awesome. Weekdays are usually not too bad either. Once the Bonito run starts in the Spring, however, it's a Zoo on Saturdays and Sundays 'til Labor Day. Weekends of June-August, plan to be there by 7am or you'll need to find another spot to park.

No nothing but a boat ramp! There is a car wash less than a mile but no hose connections just wands, none of the coastal boat ramps has fresh water flushing capibilities
Probably could but that would be disrespectful to the other people that need the parking
