Only way it is truly free is if you live in Richland or Lexington counties in February they do free Fridays because we pay taxes to the zoo

The access to the gardens are included in the zoo price. If you park on the zoo side, there is a bit of a walk to the gardens since the trams are not running due to COVID, but it is worth it.
