No it's not due to the fact there's many children whom could get injured by a loose dog.
Yes, but I wouldn't use them but I am also the type of person that will squat and go outside before I use a public restroom, plus I was told (don't know how true it is) that they only get cleaned once a day but I don't know on that one I've never even went inside them.
