Probably never. This location is newly installed and you don't easily 'upgrade' or retrofit V2 150kW superchargers to V3 250kW. There are still plenty of V1 72kW chargers in the NYC area that aren't as fast as this one! As far as I know there are only 3 V3 chargers currently operating, all on the West Coast where the large density of users need them.
