There was a porta potty in the parking lot when I visited a few weeks ago. Probably for the employee controlling traffic there but I'm sure they will let you use it.

It's only open on weekends with very limited hours. Saturday 10AM–2PM Sunday 1pm–5PM
There is no admission fee for the Japanese Stroll Garden.
