Oh yes! But you do have to pay for parking, and park employees do come around and check.
Private around $40 for the day and public pay by meter. The do have some handicapped parking but not all is free, so be careful.

The tiki huts are first come first serve. Usually, they are filled up early. I have been there at 9 a.m. and they have been full.
Yes, but it was light. Beach is still enjoyable.
There is no cost to the park, only metered parked at $3/hr. You can always take the trolley and avoid parking! 💙
