No, you have until March 1st to apply for homestead exemption, if you purchased your primary residence prior to 12/31.
Interest rates vary depending on a variety of criterion. For example: Loan program - is this for a Conventional loan or a Government loan? Loan term - is this for a 30 year term or a shorter term? Loan type - is this for a primary residence, second home or investment property? Down payment amount - is this with a 20% down payment or will you need to make a lower down payment? Property type - is the home a single family residence, a condominium, a duplex, etc? Credit score, rate lock time frame, with or without an escrow account, etc. There are many things that go into quoting current market interest rates and it's not always a quick and easy answer.
