Yes there is a park nearby then short trail leads to the dam. It's a nice place for picnic or walks.
I can answer the first question - you do not need to pay to enter
It is a 0.5 mile walk on a flat, paved asphalt walkway from the parking areas until you are on top of the dam structure itself. The parking areas are on either end of the dam trail off Route 202 and off Torrington Ave, with the dam at the center point between them.
