The rates vary depending on type of car, time of year, day of pick up, if your insurance company has a contract with them and whether you are renting by the day, week or month. When renting by the day the price is usually set by the first day's price.

With a debit card you would need verification of your address by using a utility bill. You also need a copy of your insurance. In other words yes you can. The funds would be taken off your card. When you return the car the unused funds will be placed back on your card. It normally take about 3 business days. Give or take a day or two. Depends on how long each bank take. I've done this quite often that's how I know.
