You can bring your car to the Toyota services and they will oil change your car. You have make an appointment
They don't employ car washers anymore because they don't recycle the water. Don't know about other positions.
The permanent plates are mailed directly from the DMV. You can call the dealer you purchased your vehicle from and ask them to check the status of your permanent plates.

Buy a magnet key holder and place one inside of the frame so you always have a extra key. It's gonna be 100+ for new keys.
