No, JCPenney would have sent out news that this store would close. I also doubt it because the JCPenney stores in Rochester are usually busy.
Sorry that I can not remember names but I can say the young lady did a very good job on my eyebrows. it was done exactly the way I asked and they look too good to me.
It depends on what you get done. But for what I have done it is $80-100. I usually get cut, color and some kind of styling.
