For an official answer, I would reach out to the leadership. But in short, No, Not for the shop portion. It is generally meant for adults, and the rules require operators if equipment be 18+. However, there are some meetings and instruction based classes that a kid may attend. But those do not involve the use of equipment.

Do you have a class on how to use scroll saw?

First you have to take their safety class in order to use any of their tools. After you pass the safety class, you can use any of their tools including the scroll saw. There are always people around to teach you how to use them. They may not have a specific class on how to use a scroll saw, but there are all sorts of classes that do use the scroll saw
