Dont know how much per pound but you get more money if its separate...so if the base is not aluminum try to take it off.

Unfortunately no. State of Florida rules state you must be in a registered motor vehicle. You must provide license plate to complete transactions.
The one exception is alum cans. You can bring in alum cans on a bike.
