I would like emerald isle maintenance department to be aware of the ramp leading down to kayak launch has several broken welds and feels very weak when walking down it. Me and my wife used it Sunday July 10 2022. Aside from that it's a very nice park.

There is a men's and women's public restroom available at end of the drive, along with a bicycle parking rack. They also have a couple picnic tables along side the restrooms.
Not at Emerald Isle, but Hammock's Beach State Park is nearby and has several campsites.
There is a rack at the bottom of the ramp that rises and lowers with the tide, you set your kayak in, get in and off you go
Yes you can with a license. There is a small pier to fish from. Crabbing is good from the small pier as well. They have kayaks to rent as well, but the changing tides can make kayaking tough.
