Are there weekday prayers in the place? And is it open to everyone?

To the best of my knowledge there are no prayers at Beit Chabad during the week. On Saturday it varies from Saturday to Saturday.

When is the earliest time I can say the Ahmidah this Friday morning, November 27, 2020 in Ithaca?

The optimal is to pray with sunrise at 7:12pm. If there is a pressing need, you could pray as early at 6:17. But best to stick to 7:12pm.

We do not host weekday minyan at Chabad. Those are held at 104 West Ave. during the semester. In the summer break (June, July, August), there is unfortunately is no weekday minyan yet.
