Anyone can take photos. Anyone can charge for photos. Never heard of a photography permit. However you must have model releases to be able to sell their photos.

A dog on a leash is fine, however, there is no designated 'dog area'. Parts of this park's planned areas are still under construction and not accessible. And just like walking your dog in your own urban neighborhood, please clean up your dog's droppings.
